Students still learning English make up about 5% of Van Alstyne ISD's enrollment and speak 28 languages across the district, according to a report on the board's agenda for Thursday night.

The bilingual and ESL program report is listed as an information item for the board's regular meeting at 6 p.m. Thursday, Oct. 15. No vote is attached to it.

Who is in the program

The report counts 152 students enrolled in English as a second language services, from 13 in prekindergarten to three in 12th grade. The largest groups are in the early grades: 16 in kindergarten and 18 each in first and second grade.

Williams Elementary has the widest mix, with 11 languages. The junior high and high school each count eight, Sanford Elementary six, and Partin Elementary and the middle school four apiece.

A separate table lists 15 students as reclassified, with the most, four, in seventh grade.

How the program works

The district runs an ESL pull-out program. The report says an ESL-certified teacher delivers English instruction through English language arts and reading, either by pulling students out of class or working with them inside it, with the goal of full proficiency so they can take part in school on equal footing.

Test score gaps

The report's STAAR table for grades 3 through 8 shows English learners trailing their classmates. In reading and language arts, 85% of all tests reached the Approaches level, compared with 62% for students currently classified as English learners. At the Meets level the figures were 64% and 38%.

Math showed a wider gap at the higher levels. Of all math tests, 49% reached Meets; for current English learners, 17% did. Counting current and monitored English learners together, the Meets figures were 49% in reading and 24% in math.

The report also includes a page on TELPAS, the state's English proficiency test, but that page is a chart that does not appear in the posted text.

Rest of the agenda

Thursday's meeting also includes a monthly enrollment report, a summary of public information requests filed with the district from Sept. 9 to Oct. 2, and votes on design and construction proposals for the district's fourth elementary school.
