Tinsley, who is 26 years old and stands 6 feet 1 inch tall, previously played for the Cincinnati Bengals. Last season, he made eight catches for 116 yards and scored two touchdowns.
His exit from the Bengals was influenced by the team's strong wide receiver lineup, which attracted interest from various franchises.
Paul Dehner Jr. from The Athletic noted that Tinsley is likely to find more opportunities for playing time in Houston, especially as the Texans are looking to strengthen their wide receiver ranks this month. Tinsley joins fellow players Lewis Bond and Josh Kelly on the practice squad, as reported by Sleeper affiliate Jacob Barzilla.
After a notable preseason in 2025, he earned his initial spot on the Bengals' roster.
Having gone undrafted, Tinsley has started four games in 19 regular-season appearances. He is recognized as a possession receiver with reliable ball skills, though he may not possess the speed needed for separation.
